This book is the first Ukrainian edition of a textbook on analysis and implementation of public policy, which has already survived several editions in French, English and Spanish. The textbook was prepared in support of the course of public policy, which since 1982 was taught at the Higher Institute of Public Administration of the Swiss Confederation, and later - in many other universities, first - Western Europe, and in recent years - and Central and Eastern Europe
The book offers both a conceptual model of analysis, programming and implementation of public policy at all levels of government, and specific tools, mechanisms to ensure the implementation of public events in different national, political and social contexts. The textbook analyzes in detail the role and place of all public policy actors, identifies the types of resources that should be mobilized in order for public policy to be effective and efficient. Much attention is paid to institutional analysis, regulatory framework, programming and implementation of public policy, as well as assessing its implications. one of which is based on the Ukrainian experience.
